Are you only seeing this issue with PayPal? And do you have other payment gateways besides PayPal, so that you can test if the issue stems from PayPal?
Are you using any customizations on your site that may interfere with this system? For example, are you using an autocomplete snippet or something along those lines?
Another strange thing in the order is that it reduced the stock for the ticket twice, which also indicates that there might be some conflict with the orders process.
The order status is all managed by WooCommerce, while Event Tickets Plus “listens” to that and generates the attendees depending on this settings > https://theeventscalendar.com/knowledgebase/woocommerce-specific-ticket-settings/. One thing you could try is changing those settings to only generate the attendee records when the order is Completed and see if any changes.

1. Modify the RSVP process?
The RSVP process is generally the same as the process with Event Tickets. If you could be more specific about the way you’d like the process to be different, I may be able to provide some more specific information.
2. Modify the RSVP Form?
Yes, you can modify the RSVP form, add attendee information, and add other custom fields.
3. Can they register with their facebook account?
Unfortunately, we don’t have this feature available.

4. display registered users names on the front end of Event?
Yes, you can display Attendees on the front end of your site.

Also, is there something that you changed that may have triggered the change in appearance (ie new theme, update of some kind)?

Unfortunately we cannot log in to your site per our Support Policy, but I will do my best to assist you here.
In any case, you can add a category to your CSV file for each of the events you are importing, as in this example CSV:

Although we do not have a trial for Event Aggregator, we do have a great 30-day full refund policy, so if things really don’t work out the way you’d hoped, you can get a full refund.

Sorry about that, you are correct. That was only if you have Events Calendar PRO installed and activated on your site.
In that case, I’d recommend reaching out to your theme developers to see if they have any solutions for how to resolve this issue.

You can adjust the Start and End Sale Date/Time, so that the tickets stay available. You can do this by going to your Edit Event page, and edit your ticket by clicking on the pencil icon on the right.

One way you can achieve this is to change the “This event has passed” text to say whatever message you’d like to convey.
You can do this by modifying the snippet provided in the following article:

You can add that snippet to your theme’s functions.php file.
Also, I just tried importing that CSV and it worked for me, so there may be something going on with your setup.
