Thanks for the interest in our plugins.
With WooCommerce Tickets (or the other 3 ticketing plugins) you can create 45 events and tickets for each event with a stock and attendees list per event.
We do not have a feature to send pdfs with the tickets or emails, but that could be done with some customization. We can help get you started on those, but unable to provide all the coding for that.

Sorry for the issues.
Please have you client download the latest version of Eventbrite ( 3.9.4 )
We fixed that error in that version. It is caused in versions of PHP below 5.5

Sorry for the issues you are having. I can help resolve this with you.
Please note the license keys are not needed for the plugin to work, they are only needed for automatic updates.
To get some information about the issue can you please try downloading this simple plugin called Validate URL:

After Activating go to Tools > Validate URL
Enter in these two urls:
As well as these two IP addresses:
And let me know the response code you get.
If none of those are able to connect it means the site is blocked from accessing our servers and you would have to whitelist those ip addresses or check the connection if no sites are accessible such as https://google.com from the validator url check.
Let me know what you find out.

MemberWe are still looking into the issue. It is a very rare bug and we are still not certain on the exact cause.
We will update this ticket once we have more information.
Please note that the plugin works without the license keys and only the automatic updates will not work.

I read through your list of requirements it sounds like an interesting project!
It could be possible to get those features you need for the project, but not without a major customization.
I think our plugins can get you about 25% of the way, but beyond that we are not able to help out much.
We have Community Events that enables people to submit events and if they have an account they can come back and make changes too.
WooCommerce Tickets, does not require a WooCommerce theme, but all tickets are created in the admin in the events themselves. We currently have no features to create events on the front end and all tickets for each event are manually created.
Events Calendar Pro adds all our widgets, additional fields, and Recurring Events.
