I am truly sorry if I have caused any frustration here, as that was definitely not my intention. I understand your point about the theme not being the source of the problem, however our experience is that it is usually worth going back to basics because a typical WordPress installation is actually a complex environment and things are easily missed. Even if nothing in the code has been changed, modifications to settings, content, or environmental factors could cause it to run in unexpected ways.
As I previously mentioned, using a plugin like Health Check does not make any changes to your site, so there is no risk involved with checking if the functionality returns with a bare WordPress install.
Moving on: let’s start to explore the possibility that communications via IPN are breaking down. We can check on that by reviewing your IPN history. Here’s how to get there:
Login in to your PayPal account and navigate to Profile > Profile and Settings
Next, navigate to My Selling Tools > Instant Payment Notifications > Update
Find the link to the IPN History page. Click on that and let me know what you find there.

Can you try deleting Eventbrite Tickets and re-downloading it?

Also, what do you have set for your Import Date Range Limit under Events Settings < Imports? If you increase that limit, do your events appear?

Do you have a plugin called Advanced Cache, or some other caching system in place, possibly through your host?
Can you try temporarily deactivating that and see if it helps to resolve your issue?

I imported the CSV you provided and did not see a discrepancy in the time in the CSV and the time on my site.
With that in mind, let’s try to dive deeper into your site and see why this may be occurring, since I am unable to replicate the behavior that you are seeing.
I am wondering if this is related to Daylight Savings. As a first step here, can you try reading through the following articles and let me know if the suggestions provided help to shed light on the issue:

Can you try deleting The Events Calendar, and then add it back again (on the most recent version), using the Manual Update process, as outlined here:

Before doing so, can you deactivate all other plugins and themes, in case a conflict may be there?
Also, can you please enable WP_DEBUG and WP_DEBUG_LOG and share any debug messages you see?
