As far as hiding organizers that don’t currently have events listed, that is something that is not available out of the box.
If this functionality is a requirement for your intended project, I’d suggest that a third-party developer would be the best way to make this feature happen on a short timeline. ? We maintain a list of developers who work with our plugins on our Knowledgebase here:

Currently this feature may not be working, however we are doing our best to create a solution for our customers so that they are able to take full advantage of this functionality that has always been available.

In any case, if you are seeing this issue with Twentyseventeen, can you take a screenshot of what you are seeing?

There could be many reasons why the queries are running slowly. If you can provide me with some more specific information, I may be able to provide you with some better advice.
In the meantime, have you been able to take a look at the links and performance considerations that I provided you with?

With this tool, all of your recurring data will be deleted. Unfortunately, you cannot choose which data will stay, however you can recreate the yearly recurrence after delete the daily recurrence.
Alternatively, you can export your events via CSV. I would recommend using a plugin like WP All Export, which will let you export your events (and other post types as well) to a CSV. It also lets you choose which fields you would like to include in the export.

The best way to quickly delete all of the recurring events that have been created would be to install and configure our Recurring Event Cleanup Tool extension:
