You can adjust the singular Customer of the order, and you can modify the Billing Address and Shipping Address.
If you are hoping to manually add “Additional Information” using the “Additional Information” features for tickets provided by Event Tickets Plus, this is unfortunately not possible from inside WooCommerce.

Thank you for looking more into this and confirming that Preview is not being used, and for your patience with the delayed reply here over the weekend and such.
I am still failing to reproduce your problems no matter what I try. I am beginning to suspect a possible database- or server-level issue here; such an issue would certainly explain the differences in behavior we’re finding. It would also explain this facet of the problem:
I cannot do specific actions to make it happen, that I have noticed.
From here, I would recommend a few things. Can you share each of the following pieces of information here?
1. Does this duplication happen with any post types other than Venues on your site?
2. Did you do the complete set of troubleshooting steps I recommended in my last reply? If so, what did you find?
3. We just released versions 4.3 of our plugins. If you update all plugins to version 4.3, does anything improve with these issues?

I appreciate this update. I apologize for the delayed reply; there was the weekend there, and then I was also spending much time trying to recreate these problems to no avail.
I am admittedly a bit puzzled by the behavior you describe.
At this point, I would recommend three things:
1. First, can you share any details about this one particular user account that make it different than others? Was this account created in a way that was at all different from other accounts, for example? Is it the oldest account? The newest account? The only account to previously be a higher user level before being lowered to “subscriber”? Anything at all that is unique about this account, your knowledge — let me know!
2. If you manually create new test subscriber accounts, do those accounts have issues with the form? To make it easier to test this sort of thing, I would recommend using the “User Switching” plugin so you can more easily test → https://wordpress.org/plugins/user-switching/
Let us know what you think about this account, and what you find by testing with a brand new one.
Finally, there is one more thing I’m curious about:
3. If you do the test in step #2 above and find that new accounts work fine, is there any reason you would not be able to just make a new user account for the user? You can research online for how to delete existing user records in WordPress completely; once deleted, you may be able to make a new user account in WordPress for that user and it may work fine.

Earlier you say, “the time should be 10am to 3pm but it imports as 5am to 10am.”
1. When you say, “the time should be 10am to 3pm”, in what timezone is this happening? Eastern Time? 10am to 3pm Eastern, for example?
2. Next you say, “For testing purposes I have been generating an ics file locally” — do you mean you’ve been generating it locally from a WordPress installation? Or have you been generating it locally from a local version of the ASP.net app you mentioned?
I am sorry to ask more “clarifying questions” here; I am just having some trouble reproducing the problem and want to clarify a few more details here.
Let me know what you think in response to both things here.

Glad to hear I could help. The other functionality you specify there is indeed possible but would require more complicated custom coding.
We are not able to help with custom coding in these forums. I put together a simple “redirect” snippet above that redirects to the Woo login page instead of the WP login page, and hope it’s a good start — but tracking the event they originally clicked from requires a bit more finesse.
