You could certainly use the plugin providing those shortcodes (from this knowledgebase article) as a foundation or a rough outline for a further customization of your own.
The trick would be to include a meta query targeting the _VenueStateProvince key.
Generally custom dev tasks like this are something we leave in your hands, but do consider posting a tutorial request if you’d like to propose we cover this ourselves (in a similar way or as an extension of the existing knowledgebase post).

Unfortunately, achieving WPML integration is not a simple problem to solve.
We appreciate that you and other users would like to use it alongside our own plugins but, at least for the moment, I can only recommend testing comparable multilingual plugins to see if those work a little more smoothly.

Unfortunately there are a number of challenges in terms of integrating WPML and right at this time we cannot offer a great deal of support when things go wrong due to conflicts with this particular plugin.
Have you tried any other multilingual plugins and does the problem crop up with those, too?

Normally if you add them to an actively used menu they just appear – so I’m not sure what’s going wrong in this case.
Can you provide a URL where I can see the problem and have you had an opportunity to run through our standard troubleshooting steps?

I’m sorry to hear you’ve hit up against a few difficulties here.
Can you provide a little more information? What tickets are set up for the event and which offers would have been taking place (and what is actually displaying as a result)?
It also looks as though you are using a caching plugin. Might the problem be that the single event page(s) in question have been cached and therefore are presenting out-of-date information?
