Sorry for the issues that are happening. I can help troubleshoot this with you.
Not sure how much we can help as we do not modify the WooCommerce Checkout Process, but I can see what I can do as it could involve us.
WooCommerce and the Authorize.net extension developer may have a better idea as well.
In authorize.net does it show as two purchases or one?
The customer is trying to purchase two tickets with one order correct?
Do you have any logs active that show the purchases, if so what do they say?
Do you have any plugins for WooCommerce besides the Authorize.net extension?
Let me know and we can go from here.

Sorry for the issues you are having. I can help troubleshoot them with you.
The stock is not increasing from the initial number it is not being decreased either, which is the source of this issue. The calculation for stock adds the existing stock plus tickets sold. Since the stock is not being reduced it looks like it is increasing.
The issue could be because you are authorizing payment and not actually taking payment. So WooCommerce does not register that as a sale and reduce the inventory.
That could be the issue, but also please verify you have the Paypal IPN url in WooCommerce as an error with that connection can also cause this issue as in the thread you linked.
We do have a ticket to look into this issue and see if we can make a change, but it might not be possible if there is no way to change the default behavior of WooCommerce.

No worries the thread was not closed.
Community Events has all the front end form submission features and has the ability to block people from the admin by WordPress Role. You can give people a low level role such as subscriber and they can submit events on the frontend and would not have capabilities in the backend to create any content. If you setup anonymous submissions anyone on the front end could submit events, but would have no access to the admin.

MemberIt appears the server setup does have openssl setup and that causes the issue with the file_exists function on that line.
You could try removing file_exists on that line.
Or you could try replacing it with a cURL fucntion:

You said it is a challenge with your client on the server setup, but adding openssl should fix it as well and do it without modifying the plugin.

We are releasing 3.10 in a couple weeks hopefully and this will not be apart of that release as the code is frozen for testing.
Hopefully we can get it into a future release this summer though.

You maybe to try a WooCommerce Product shortcode:

To create an add to cart button in the content editor.
For some shortcodes you need to change the Visibility for the ticket to show.

I have not run into this before, but I looked up the error message and found this article about it:
I understand it is only happening on Event Pages, but it seems to be caused by the server setup.
Also, does it have a line it is pointing to in the coding that is causing the issue? Maybe we can suggest a change.
