If you change the end of day cutoff to 2am it should change this.
That setting is here:
Events > Settings > General Tab > End of day cutoff
Try 2am or 3am there and see if that helps.

Sorry for the issues here. We introduce some coding from 4.0 and it is causing this issue.
We are working on a release, but downgrading The Events Calendar to 3.12.3 resolves this issue for now.
Filter Bar can stay at 3.12.1.
To downgrade use this link to download The Events Calendar 3.12.3:

Once you have the zip file follow this guide to manual plugin changes:

Sorry for the issues here.
We are still working on this issue and do not have a resolution yet for it.
In the mean time the workaround is to create the events and then manually delete the ones you do not want.
I hope we have a fix soon, but I do not have a timeline when that might happen.

Sorry for the issues here. I can help troubleshoot this with you.
I believe we have a bug ticket in already to resolve this, but I found that when you use the custom time it uses UTC 0 time and not your timezone.
If you follow along with my instructions here does it fix the issue for now:
In that case I was trying to do a 8am start time and set the time to 3am and it worked.

Not sure about the booking plugins.
I have looked at bookly before.
I also know of WooCommerce Bookings:

Most likely if you want a person to be able to reschedule you would want them to have an account on your site as that would be the easiest to track.
I will leave this open for now if someone would like to respond.

Sorry for the issue there. I do not know a way around that.
Both those are server issues and would have to be resolved by either changing the server setting or using ftp.
Your hosting service might be able to help there.
I cant doing anything else to help from our end.
