I just tried on my local installation with a non-admin user, and I didn’t have any problem submitting a new event via Community Events.
There’s no limit on venues and organizers. If there’s no conflict on your website, my guess is that there might be some restrictions on your web hosting that prevent your users from submitting new events.
Could you try to increase the following values with your web hosting company?
PHP
memory_limit = 256M upload_max_size = 64M post_max_size = 64M upload_max_filesize = 64M max_execution_time = 300 max_input_time = 1000

I had a look at your website and it seems there’s a conflict somewhere. Now we need to find out what’s causing this problem. First, I’d recommend you to read our documentation about testing for conflicts. Then you can run tests, ideally on a staging environment. You may also try to install a tool such as Plugin Detective to help you troubleshoot this issue.

In order to do so, could you share with me your System Information?
Also, when you say the search doesn’t work, are you referring to the WordPress back-office?
Your problem might be due to a conflict — I’d recommend you to read our documentation about testing for conflicts before trying to find out what the cause of the problem is.

I had a look at your website but couldn’t see the ical export button. Did you manage to hide that button? In case you still see it on your side, it might be a cache issue. After clearing your browser’s cache, you should only see the Google Calendar button.

Hum that’s weird… I imagine both websites (live and staging) are hosted with the same company? Could you share with me the System Information of your staging website?
Also, your issue might be cache-related. Could you purge all caches on your live website?
