It would depend on whether you’d like to keep everything within the WP install (as WooTickets does) or not (as with Eventbrite Tickets). Eventbrite itself may have some other features that you’d like to take advantage of, but both WooTickets and Eventbrite Tickets can handle free tickets.

Considering the age of this thread, you’ve probably solved this issue by now. Thanks for getting in touch. If I understand correctly, you’d like to show different tickets (and ticket prices) to different users on your site. Is that correct?
Something like that should be possible with some customization. I recommend that you get in touch with the folks at WooCommerce support, since most of the needed customization would likely be with their code. We would be happy to help as much as we can.
