I took a look at the other events that you mention here and I think I see what the issue may be. The first event had strange time set up so it was a little more difficult to see.
It looks like the timezone isn’t getting respected when importing. The events should be imported as UTC-8 however they’re getting imported as UTC+0. Causing the 8 hour difference (this event https://www.facebook.com/events/447982062060092/ for me is importing as 2:30 – 5:30am on the 20th 8 hours after the stated start time of 6:30pm on the 19th).
I’ll add this additional information in the ticket that we’ve already got created here.

The attendee table should be accessible to any user that has the ability to “edit_posts” of the attendee post type. Let me know if this helps.

So the downloadable .ics file is now respecting the timezone when being imported?
When clicking to the single events, it doesn’t appear that the local timezone is being respected. I have to click an option to change the timezone within Google however all events are getting switched to my local timezone. For example, I’m in EST and events in CST are still importing as 11:00am – 1:00pm in my calendar (would expect them to show as 12:00 – 2:00pm my time).
I created a new event in my local install and was able to replicate this issue there. I’ve created a new internal bug ticket for tracking this and have added this thread to that ticket. You’ll be notified here as we make progress on this one.

To clarify, it looks like you originally mentioned that your local and Outlook settings were set to UTC-6. For your previous response did you test UTC-5 or did you intend to write “6” there?

Unfortunately the new Ticketing approach won’t work with version 3.9 of Events Calendar Pro since the foundation for Event Tickets Plus wasn’t set up until version 4.0.

Try changing the global timezone within your WordPress settings to be the UTC version rather than the local city based version. This should help since, for example, UTC-6 will always be UTC-6 while the city based timezones could be UTC-6 or UTC-5 depending on daylight savings.

It sounds like you’re interested in what we’re referring to as the Tickets Meta feature which is currently under development. This is something that has been on our list for a while and now that we’ve completed the revamping of how we’re approaching tickets globally this has come back up as a priority.
I can’t give you an exact timeline on when this feature will be implemented but it is currently in development.

I’m terribly sorry for the frustration and confusion I have caused within this thread.
With version 4.0 we completely revamped our approach to Tickets in general. We moved the core of the functionality to it’s own plugin (https://wordpress.org/plugins/event-tickets/) and created a single premium ticketing plugin to cover support for the cart solutions such as WooCommerce. With this there appears to have been some changes to the way stock is handled that unfortunately impacts the way you’re wanting to manage the tickets and deleting of attendees.
I’ll be completely transparent here. I’ve brought the issues mentioned here up with our team and there are still some questions that need to be answered when it comes to handling ticket stock.
There are definitely bugs in the process, I do not disagree with you there, and I’ve created an internal bug ticket and logged this information which also covers establishing set guideline for how we will handle stock throughout the sales process as well as attendee management processes (which you’re facing now).
I’ve added this thread to that ticket and you’ll be notified here as we make progress on that ticket. However, I do want to continue to set expectations that the ability to delete attendees without modifying the originating transaction (via a refund) may not be possible even once we implement these changes. If this continued to be the case, someone would have the ability to have completed transaction selling 100 tickets to an event that only 10 seats.
I apologize again for this issue.
