ModeratorYou can add something like the following to Events > Settings > Display at the bottom in HTML after content.

ModeratorTo expand on Barry’s answer. In Events > Settings > Display add a link to the section at the bottom about displaying HTML after the content that contains the URI,
webcal://example.com/events/icalAndy Fragen
ModeratorIf you create a link that changes the URI for adding to iCal from ‘http://’ to ‘webcal://’ and add that link via setting HTML after post, or whatever it is, then you will have a subscription.

ModeratorOk, I’ve submitted the plugin, The Events Calendar Outlook Import Fix to the WP.org repo. If/when it gets approved the link will actually show some code.

Hopefully one of them works for you. Be aware that these solutions might mess up compatibility with non-Outlook calendars.
