ParticipantThe closed thread on this (https://theeventscalendar.com/support/forums/topic/date-exclusions-not-working-in-4-0-x/) describes exactly the problem I am having, including the video capture.
I have 4.0.7 of Events Calendar PRO.
Changing the date picker format did not fix it.

I just tested this on my local site and it worked fine; the excluded date was successfully excluded….
Also, your Tribe plugins are up-to-date, so there’s no “update” recommendation I could make.
Because of these two factors, I’m wondering if you would be able to go through all of the steps here → https://theeventscalendar.com/knowledgebase/testing-for-conflicts/
After EACH STEP in that process, try creating a new simple testing recurring event, with an exclusion—let the event generate, and then check it out on the front-end.
Does anything change with these test events that you create along the way?
Now, this process might sound tedious but it is much faster to do than it sounds. It also is the only way to definitively reveal or rule out a conflict at this point, which might be the case here because I cannot recreate this problem with the same versions of the Tribe plugins you are running.
Let us know what you find!

ParticipantI switched theme to Twenty Fifteen, disabled all plugins except Events Calendar and Events Calendar PRO, cleared out the cache and retried creating a recurring event recurring three times with exclusion of the middle event. Same problem. The excluded date is ignored.

ParticipantI did some more testing and found out how to reliably replicate the bug.
The exclusion seems to be ignored if a) the event is not an all day event, and b) the start time is in the afternoon (pm).
I created a dummy event that occurs weekly (Mar 13, 20, and 27) with start time 7pm, end time 8:30pm, and exclusion for date Mar 20.
When I publish the event, the exclusion is ignored, and three events are created (Mar 13, 20, 27).
When I change the start time to 7am and publish, the exclusion is NOT ignored and I get two events showing in the calendar (Mar 13, 27).
When I change the start time back to 7pm, the exclusion is ignored again and I get three events showing in the calendar (Mar 13, 20, 27).

The exclusion date is ignored if the start time for my excluded event is 7:00pm or later.
If I change the start time to 6:55pm or earlier, the exclusion feature works.

I have tried recreating an event series with the exact configuration you describe.
I didn’t have the specific problems with exclusion you describe—only 2 events generated, with the exclusion for March 20th working fine for me—but I’m curious about the specific time-related issues you have. I.e., how the behavior changes just by setting the event’s start time to 5 minutes before 7pm.
That is odd!
I notice in your System Information that there doesn’t seem to be a timezone setting on your site; if you head to Settings → General in your site’s wp-admin and add the appropriate timezone here, does anything change at all with this behavior?
Thank you so much for your patience and persistence with this—we HAVE had bugs with exclusions in the past, so I am not doubting your claims one bit. I am simply having trouble recreating them—based on your findings with the timezone setting, I will escalate this issue as a bug regardless and see if other members on our team find similar issues.

Thank you for the update here, and for confirming the issue persists regardless of your timezone setting.
I am in the same timezone, actually, and have tried both settings. I still do not produce the error. 🙁
I agree that this is frustrating! I’ve escalated this thread and will see if one of the developers on our team can reproduce this. It sounds like a bug is still persisting, which we will try and resolve as fast as possible. The timeline for that is 2–4 weeks at best, unfortunately, due to the development and testing we have to do. It could be longer, but this is just a tentative time range.
I’m sorry about this! The information you’ve shared is detailed and we will try to fix this as soon as we can.
We will continue investigating and hopefully be able to release a fix in our next maintenance release.
