Yes, you could totally do that.
But this will have to be accomplished via a function.

The idea would be to replace the tribe_event_is_all_day by something like tribe_is_recurring_event (or some way that targets recurring events specifically).
Once you tweak the code to your liking you apply the snippet in the functions.php file of your theme (without the PHP tag at the top) pretty much anywhere in the file, as long as it’s not in the middle of another piece of code (some people use the end of the file).
If coding is not really your cup of tea, you could always hire one of our recommended customizers to do the customization for you.
I wish I had a better answer for you, but for now it’s the best one I have unfortunately.
