As a first troubleshooting step, could you please provide us with your complete system information in a private reply using the instructions found in the following link?

Secondly, I just ran a test with the vanilla version of twenty-thirteen and it works great on my end. Could you let me know if that’s the case for you to ?
Finally, would you mind sending me a link to your WordPress child theme files (via a .zip file link in Dropbox or Google Drive) ? That way I can take a look at it.

Thank you for the info and the files.
The good news is that I have tested your twenty-thirteen child successfully on my installs. I can see the upload image field on the Community add page.
By the looks of it, there is most likely a plugin conflict at play here. This means that our next step will be to figure out what it is.
My top suspect would be Event Rocket since the plugin is reported to break with the Events Calendar 4.x +
My first recommendation would be to deactivate it to see if it helps.If that does not work, after a backup, could you also please go through our testing for conflicts procedure (preferably in a staging/dev environment or local install of your WordPress website) and let us know what you find out ?
Basically the goal here is to revert back to a bare WordPress installation to see if the problem persists. It also allows us to pinpoint what the cause of the issue is.

I deactivated each of the plugins one at a time and tested the Add New Event page. In each case the Add Featured Image was not displayed. Then, just in case, I deactivated all except your 3 and still it was not displayed.
In your testing were using a users with the “Subscriber” role? As I see the link if I am logged in with an “Administrator” role.

Thank you for running the tests. I am sorry you were not successful in doing so.
To answer your questions, yes my test were conducted using a subscriber role alongside your theme files.
Is it possible that there has been at any point in time some kind of capability / permission plugin that adjusted the roles ?Wether or not that is the case, I would recommend using a plugin such as Members and looking at the subscriber role permissions on your install.

Normally the subscriber role should work even with just read.

I logged in with the subscriber account you created and I was able to see the featured image button (see screenshot)

When I saw your reply I thought “How embarrassing! How can I be so stupid?”
So I logged in and tried myself. Initially I didn’t see the ability to add the image.
Then I thought “Is there another way to do this? Have I (and all my users who have tried) been doing it wrong?”
Had another go and discovered the link.
So I think the problem is the wrong way is more intuitive than the right way.
Here is what I think the issue is. When you log in you are presented with the ADMIN BAR. On the admin bar there is an EVENTS menu with the option of ADD under it. If you go this way there is no link to the Featured Image.
If in the other hand, you navigate through the site from the Footer to Submit an Event, then hit the create an event link etc. you get to the COMMUNITY ADD EVENT.
So I feel the “WRONG” way if more in your face than the “RIGHT” way.
Do you have any thoughts how I can make the RIGHT way more obvious to the users?

I tested creating an Event using both methods. Both create an Event with status PENDING. But only the one done the “correct” way sends an email notification. This probably also explains my frustration of not being informed when there are events pending and led to my request of a “More in your face” notification of pending events.
I feel this is an issue as it stands as there is no guarantee that the user will do it the right way.
I look forward to your advise on how we can eliminate the ability of to lodge submissions not using the Community system.

I just had someone create a login and submit an event.
Two issues:
1. I didn’t get an email notification, so I suspect he accessed it via the admin menu. Also no attached image.
2. Users always mess up the dates/times of events that span multiple dates. I don’t think I have had one do it correctly yet. Today’s example is a Magic show that goes for about 2 weeks. 27/06/2016 @ 10:30 am – 09/07/2016 @ 11:50 am That will be one tired magician! The form is confusing and probably needs some tweaking of the layout. (I can put this feedback somewhere else if needed)Regards,
