The solution is to toggle off attendee record generation with a status of Pending payment: Events > Settings > TicketsIan

Thank you for responding.
The WooCommerce support settings had attendee records being generated with an order status of Pending payment, probably by default. That is now off. I now have ‘Processing’, ‘On hold’ and ‘Completed’ toggled on for when attendee records are generated and when tickets are emailed. Let me know if those statuses make sense (my only payment gateway is PayPal).

ParticipantCancelled and Pending Payment orders show up in the Attendees list. When I delete the attendee the number of tickets available on the event page updates to the correct count. However, this action increases the Woocommerce stock of tickets (although the order did not decrement the stock count). This results in an incorrect count of available tickets on the All Events page and an incorrect stock value in the Woocommerce product page.
So, for Cancelled and Pending Payment orders I have to delete the attendee in the Event’s attendee list, then reverse the resulting incremental change made in Woocommerce’s Product count. -
