Is this flexible enough to create custom requirements for events?
Will it allow users to create events?
I need a unique set of criteria for categorized events and I also need to allow users to create these events. I as the admin will set the criteria, the user would input the info and users who join the event may need to confirm their role for the event.

Regarding support for user-submitted events with our calendar plugins, this is achievable by adding our Community Events plugin to either one of our calendar offerings (The Events Calendar or Events Calendar PRO). You can adjust a number of settings to control what user permissions are required to submit events, specify manual approval settings for user-submitted events, and so on.
