Very neat question. While restricting orders to a specific number of tickets isn’t a supported feature right out of the box, I do imagine it being possible with custom development. You would need to define what to restrict the order by (e.g. email address or number of visits) before getting started.
There isn’t a whole lot we can do for custom development questions like this, though we would be happy to help guide you during the process if you have any specific questions about how any of our functions work. I would also imagine that working on this would require touching WooCommerce in addition to WooCommerce Tickets, so there’s that consideration as well, depending on what you are trying to accomplish.
