We want to put up an events calendar and also allow people to add events to the calendar but require an approval process before it being posted. Can you advise on what plug-ins are required to get this going? We also would like the ability for the poster to have the ability to upload images and other possible options for the event they are registering. Thank you

It seems like The Events Calendar (free) and Community Events https://theeventscalendar.com/product/wordpress-community-events/ will do exactly what you need.
You can see the front end demo at https://wpshindig.com/events/community/add (select that register link).
Community Events will allow you to require submitters be logged in, limit events to drafts for review before publishing, accept featured image attachments, and more.

That is correct. The Events Calendar is required to display a calendar and single event listings. Community Events adds only some additional code to allow for submissions.
