I currently use the WP Events Manager plugin. We are wanting to upgrade and implement a community calendar. If we purchase the community events plugin would it work with events manager or do we need the Events Calendar?

Good question. The Community Events plugin is designed to work specifically with The Events Calendar. It does not integrate with or extend the functionality of any other plugin.
