There isn’t a way so we recommend you basically complete the form for them (knowing their name, email, phone, etc as your site or ticket requires — or completing it for them while they’re on the phone with you) and if they don’t have an email, some people use a generic internal one like [email protected]
While checking out, you can then enter a coupon code that’s only internally-known.
