Need a plugin with the listed features

Below are the requirements for the B to B site.

1. As an administrator, we must log in and create the login for a travel agent. On that page we should able to give permission to what the agents can buy and at what price. The rates can differ from agent to agent.
2. The agent is able to login, buy the tickets and pay for the tickets. Once purchased (assume 100 tickets), the system is able to show the agent anytime how many tickets he has after redemption. The agent can redeem any number of tickets, as many times he want per day and keep the unused tickets in the system. The system should able to send the agent an e-mail if the number of ticket are low (optional).
3. The agent is able to print the QR code ticket based on the group size. The group size can be from 1 to 100 or more.
4. With the QR code, our staff at our counter can redeem the tickets when they scan it or enter the qr code.
5. As the administer, we should able to see the list of agent who have bought the tickets and the balance they and the dates with the numbers, they used it.

I’m afraid that our plugins do not offer built-in support for the bulk of these travel-agent-oriented features and may not be well-suited for use on a site of this type. You may be able to achieve some of these requirements through some degree of custom development, but most of these would be likely require fairly intensive customizations, and our support team would be limited in our ability to support such heavy modifications.
