Thanks for reaching out! I’m afraid that there is no built-in mechanism in Community Events that will detect the number of event submissions per user and request payment (or not) accordingly. If you’re interested in having this feature implemented, I’d suggest reaching out to one of our listed third-party developers who work with our plugins–I’m sure one of them would be more than glad to assist!
If you’re looking for a solution that might work with the tools currently in place, I’d suggest creating a WooCommerce product for paid event packages and requesting that users with multiple events purchase this product before submitting their events. You can then configure Community Events to set user-submitted events to “Draft” or “Pending Review” status after submission. When events come in from your users, they won’t be published to the site until they’re reviewed and approved manually–simply confirm that the user has submitted payment for their event package, then publish the events if all looks good there. 🙂
