ParticipantThe events page says “cannot be found” and even on another page with just shortcode, http://aciamerica.us/events-posts/, the link I was told to use to show past events, http://aciamerica.us/events/list/?tribe_paged=1&tribe_event_display=past, also says “cannot be found.”
Deactivating all plugins (except TEC and TECPro) didn’t do anything however switching to the 2016 theme seems to have fixed it.
So what does that mean? What do I need to do?

Your settings show that the events page should be at /events on your site.
1. Do you happen to have a “page” in your wp-admin that is titled “Events”? If so, does deleting this page make any progress with the behavior you describe here?
2. If activating a default theme like Twenty Sixteen resolves the issue, then whatever OTHER theme you were using is a broken theme. 🙁 It has bad code in it that is conflicting with plugins. There is unfortunately nothing we can do about theme conflicts, but for now, let me know about question #1 above first and we can investigate this further.

ParticipantI do have a page called “events” but it’s slug is events-list so that I wouldn’t conflict.
The theme I’m using was custom made. I can ask my developer for help, but I’d need some sort of direction to give him.

When it comes to sussing out problems with the theme, if you report that simply activating the custom theme breaks things, the developer should be able to dive into the code and do some testing/trial-and-error, etc.
Before doing that, there is one last thing I’d recommend → https://theeventscalendar.com/knowledgebase/fixing-http-404-errors/
Let me know if you do those steps in the above article, and if they make any difference!
