Does Events Calendar Pro allow people to submit an event without an account?

That is a great question.

The short answer is no. To be able to submit events, with the Events Calendar or the Events Calendar Pro, you will need at least some basic WordPress user role with the appropriate capabilities and permissions.

That being said, one of our other products, Community Events will allow you to do just that and control if the event is immediately published or not: https://theeventscalendar.com/product/wordpress-community-events/
