Community Events will allow users to create events from the front end of the site, without having access to your Dashboard. It allows you to choose whether or not users need to be logged in to do this, so you have the ability to provision accounts only for these three users.
When they create events, they will have the ability to edit their own events (provided you have enabled this in the settings), but the events submitted by the other two users. However, you will have the ability as an administrator to go in and edit the events from all three accounts.
Based on what you described, it sounds like Community Events works the way you’re looking for out of the box, but I would recommend taking a look at this article as well for more details on some of the settings I mentioned.
