ParticipantNo change when I tried it. At this point would it be ok to create new permalinks for each event?

ParticipantAlready disabled all plugins and used the generic theme. I haven’t looked at the database yet but the permalinks are still missing.

Participant1) After the upgrade all event permalinks were set to /event// without user intervention. It seems after the upgrade the text between the // is missing. Before the upgrade each event had an unique permalink based on the title.
2) Correct. If I change an existing events link it will work.
3) Events URL slug: events

The Events Calendar Permalink settings I was referring to are the Events URL slug and Single event URL slug.If I edit an event and edit the Permalink, which was http://www.wranglernews.com/event//, the event keeps the new Permalink.
