We have a vaguely similar situation, and what we’re doing is using one of the “booking” extensions for WooCommerce. With our ticket bundle we are including a coupon code (100%) that the customer can use when they eventually book the appointment.

ParticipantI have noticed this same issue.
I’ve thought about hiding the “Update quantity” field on the cart page, to keep the buyer from adding attendees for whom we would not have the required info. But if they do need to add another person, they’ll be likely to use the Back button to return to the event page.
The original tickets are indeed saved in the cart, but when you go back to the event page the fields for Attendee 1 are blank, so it’s not unreasonable that the buyer would think that they need to re-enter the details for Attendee 1 *as well as* entering details for the new Attendee 2. Of course, this adds TWO additional tickets to the cart instead of one.
My only idea for a solution is to have the option to display the Attendee Information fields on the *cart* page, not the event page.
