This partially solves my problem. Although this plugin gives myself as an administrator, the ability to submit and alter the privacy settings for a particular event, the general users are utilizing community events, and under this menu, there is no option to restrict content. Further more, the optimal solution would be an automatic user-only restriction to only non-members, rather than the users (who frankly are all very unfamiliar with computer in general due to the demographics of the program) having to manually change it.
