I’m trying to import calendar events from one WordPress website that is using The Events Calendar to a new website that will also be using The Events Calendar plugin.
I only want to import events for a specific date range (Feb. 21-end of June 2017). Many of these events are recurring events.
I pressed the “Export Month’s Events” to get an .ics file for the months of Feb. and March from our current site.
Now I want to import those .ics files into our new site that is in development. We already have The Events Calendar PRO, The Events Calendar, and Events Calendar Colors plugins installed.
Do I need to purchase the Event Aggregator plugin or the iCal importer plugin? What is the difference between these two? Which one is most cost effective and will be the right solution for what I’m trying to accomplish? I think I only need to import these events one time and then moving forward all future events will be entered manually.
What do you recommend as my best course of action?

Neither The Events Calendar nor Event Aggregator has an export option that can move events with fidelity (e.g. keeping recurrence series from Site A to Site B).
Event Aggregator fully replaces iCal Importer (which is no longer available for sale).

Please do add your vote there. This allows us to gauge interest in this particular feature request, which helps us prioritize our development efforts.
To be honest, the only real solution is likely some database-level solution, for which you’ll want to utilize a developer if you’re not knowledgeable in this area. (Of course, we always recommend restorable database and file backups before modifying anything on your site.)
If you need some coding help, you may want to ask your developer or reference our documentation and list of known customizers.
