Upgrading from Personal to Business and Later to Developer

I’m coming close to finishing a project and would like to upgrade from Personal to Business. I’m sure before the end of the year I’ll probably want to upgrade to Developer. Is there a way to upgrade between versions and pay only the difference in price?
