Upgrade from 1 site package to 3 site package

Can I upgrade from 1 site package to 3 site package? I want to start this week with the first site and when I like your product I would like to run it on 2 more sites. Can I upgrade the package later or do I have to buy the 1 site package and additional the 3 stie package?
