I am afraid I don’t have good news on this topic. Your observation is absolutely spot-on.
Right now, the only available behaviour for Event Tickets on recurring events is that the tickets counts for all of them 🙁
There is some hope however, because this is a popular feature request. In fact, it’s in the plans (although I cannot commit to a date for now).
But, if you want to help put a higher priority on this feature, you can vote for it in our user forum: https://tribe.uservoice.com/forums/195723-feature-ideas/suggestions/3685663-recurring-event-support-for-tickets
I wish I had a better answer for you, but for now it’s the best one I have.
