I bought a ticket using Events Tickets and my paypal Sandbox and it says the sale completed but no ticket attendees were added. Is this on purpose? I am using Events Calendar Pro with Event Tickets for now, will buy the Plus for extra gateways but not really seeing how it all works since I can’t see the reporting features. Also, will I be able to allow people to pay by check once I go to the Events Tickets Plus?

Tribe Commerce uses PayPal IPN (Instant Payment Notification) system to generate the orders in your site. Bear in mind, IPN can’t be tested on a local environment as the site needs to be online for the notification from PayPal to reach your site.
