this is what happened when we approved and updated. Every day there was an extra submission, instead of every other day until August 8, 2013

I’m unable to duplicate this issue. Can you go view the event in the back-end and confirm that the recurrence is indeed set to every 2 days as shown?
If so, could you try to replicate this issue again by submitting a ‘test’ event with the same information?
