Renew License and Upgrade

Hello,
In December I have to renew the “Personal” license, but now I need another one for a new customer and I have thought about renewing Business. This way I offer 3 websites, right?

My question is: If I renew before the current license expires … for a higher, in this case Business, I will only be charged $ 59.
I find it strange, because the business license is 149 $.

I understand that they only charge $ 59 because they do not charge me for the renovation, if not the upgrade?
That means that in December I will pay for the renewal of Business?
