Redirects whats-on/community/add to home for non-logged in users

On my site http://www.harrogate-news.co.uk/whats-on/community/add redirects to the home for non-logged in users.

I have it setup so anonymous users can submit an event.

All plugins are up to date and have just tried re-installing the comm events plugin.

Please can you help.

Hi. I visited that link and it displayed the Community Events form, as expected.
