Non-ascii city and province names

I’m developing a site in Japanese. Under “Customize Defaults” I put city and province name in Japanese, I get an error saying “Default Province must consist of letters, spaces, apostrophes, and dashes.”. What is the reason for this limitation and is there a way to enter city/province names in non-latin characters? I think it applies to other languages than Japanese, the same error appears when I try “Zürich”.

Hi Paul: I suspect this is an oversight, let me see if we can get you a workaround however this is a definitely a bug that I’ll file and ought to be addressed in time for our next release.
