Multisite license

We have a university multisite instance for our faculty and graduate students. There will be potentially hundreds of sites. Few questions:

Licensing for multisite with unlimited sites?
Educational discount for university?
Is it feasible to roll this out on a site by site basis? ie. use it on multi-site but only activate on a limited number of sites and pay a site-based license?

Does the free version work on multisite?
