Modify number of Event Categories displayed

By default, only 9 terms are displayed in the taxonomy module of the Submit an Event form. To display all options, the user must select the “Show all event categories” link. We would like all of the terms/options displayed by default. How/where can we change this (either via an edit to a core file or ideally, a snippet)?
