How to import CSV files of Chinese data ?

When I import CSV files of Chinese data,
the events content turn into garbled text!
Does the plugin only import CSV files of English data?

But when I selected “Help accessing my account” in the drop-down menu to access the email form, I didn’t found your email so that I can’t send the file to you.
