How to Create Recurring Events

I am trying to find documentation to tell me how to create a recurring event that is the “2nd and fourth Thursday” of a month (for example) or the “1st and third” Monday of a month. I tried just typing it in the Custom recurrence box but it seems to just create random occurrences. What am I doing wrong?
