Are there plans to integrate a custom form with Event Registration through WooTickets? If not, are there currently any plans or plugins that allow custom fields on Event Registration? Or, are there currently hooks to do this now? Thanks.

No plans that I’m aware of, but you could definitely add a form or custom fields by customizing the tickets.php template. Some good reading to give you an idea of what’s possible:
