I can answer your questions.
1. When user (not admin) add an event – is there an option in admin section to approve new event?
Yes the Community Events Plugin has that feature where all events created using that form go to pending review.
2. Are users (not admins) allowed to sell tickets ? If so, is there an option to set up admin’s commission per each sold ticket ? E.g. 25% of ticket’s price ?
Tickets can only be created in the admin of the site and not through Community Events. We do not have a feature to have commission either.
One more question: if users can sell tickets, they have an access to backend where they can manage guests?
They are unable to sell tickets unless they have admin access.
