Function for past events

This may also apply to community events. I am looking for some kind of api function or parameter that could be used to filter users who are part of a past event. Specifically, I am using it with a review plugin and I only want users who attended events that already past to be able to view the review form, so I am looking for something to drop in an ‘if else’ statement like if user ‘was a member of a past event’ {view form} else {nothing}. Is there anything that would apply to past events?
