Fieldset dropdown not working properly

I have an Events Tickets Plus installation linked below.

When the user selects a number of tickets, an information form appears for each ticket to be purchased.

One ticket generates one form. If you change the number, instead of generating the correct number of forms, the form disappears. Change the number again and the correct number of forms appears.

Changing the number, using the selector, acts as a toggle for turning on and off the fieldsets, instead of simply generating the forms,

This is causing a problem because people are able to purchase tickets without leaving enough information.

Any clue about what we can do to get the fieldsets to appear correctly?
