ParticipantI have configured Community Events to only allow logged in users to submit, and to hold their submissions as pending.
When testing, submissions are held as a pending event BUT I don’t receive an email notifying me.

Also, the link on the email takes me to a page to edit the image, not to edit the event submission. See screen shot:

Nice, I’m glad the email finally arrived! The email triggers as soon as the submission takes place and, from there, is dependent on WordPress’ email function and the site’s email server to do the rest. So, while 15 minutes is not what I would consider normal, it sounds like the functionality offered in the plugin is working.
Also, the link on the email takes me to a page to edit the image, not to edit the event submission.
This is indeed a known bug and we have it on our radar to patch up. I don’t have a timeframe for when a fix will be available, but I have added this thread to the ticket in our system and will follow up with you when I know more–thanks for the heads up!

Just wanted to jump in here and let you know that we released Community Events 4.0.3 last night and it included a fix for this issue. Please check your WordPress updates, or you can also grab the latest copy by logging into this site and heading to My Account > Downloads.
