Does Events Calendar Pro include the iCal Importer?  Or do those need to be purchased separately?

You will need to purchase the iCal importer separately from the Events Calendar Pro.
They are two separate products: https://theeventscalendar.com/product/ical-importer/

That being said, we do offer an importer bundle in case that might be interesting to you: https://theeventscalendar.com/bundles/

Finally, all of the Events Calendar versions do come packaged with a CSV importer.
