Discounted Tickets and ticket fees (especially with free tickets)

If I set a coupon to be 100% free (aka for vip or special tickets), then the ticket fees (weirdly worded ‘Site Fees, and not changeable – yet another issue) still charge a value even if the subtotal of the tickets is zero.

Likewise if I set the coupon to 99%, then the fees are greater than the ticket price.

Could you add:

1. an option in admin to specify free tickets don’t have fees (aka rsvp)
2. some logic to zero the fees if the subtotal is zero.
3. an option in ammin to toggle the above on/off
4. an option to specify if the ticket charge should be on the reduced fee, or the full price if tickets are discounted

As an immediate solution you might want to actually use RSVP tickets for this. Other option can be to send this vip customers a Woo discount/coupon code. Do you think that might help for now?
