Can't activate 2nd license key with Business plan

We’ve purchased the Business plan, which should allow for 3 sites. We did have 2 different instances of test/staging sites (which were IP addresses, not outlined by your naming conventions of .dev / .test, etc). I went to manage our license keys and disconnected the 2 old instances.

There is only 1 active license key for the live site.

I’ve tried to use the same license key to activate Events on a 2nd development site (to unlock recurring events / features), but it keeps telling me “Your Event Aggregator license key is invalid. Visit the Events Calendar website to check your licenses.”

Is there a propagation time for the system to make changes to free up those additional license keys, or is there something else I need to do in order to get this working?
